Boiling syrup sticks to the skin like Napalm. Much, much worse burns than water alone.

Turned it into a tar like substance that stuck to the skin.

Apparently, the sugar was meant to make the water thicker so it would stay on the body longer. A diabolical thought, but then again, it’s really hard to feel much sympathy for the man.
Sugar makes the water syrupy so that it sticks thickly to the skin and therefore transfers the heat to the skin much more effectively than water.

I think the sugar is sticky and keeps burning where as water would run off, but still burn.

Sugar concentrations can reach very high temperatures much higher than 212 F. It is also sticky like napalm. So, it could have been like pouring 400 degree glue on this guy...
The sugar gets hotter than the boiling water would without it. It then dries quickly on contact but is still super hot.
