We will not suddenly have a declaration of war one day.

It will be small things, then bigger things, then bigger things, until it escalates into full-scale shooting war.

We may already be in the beginnings of it.

That, sir, is the point where there will be a formal declaration. Perhaps not a Congressional declaration, Congress doesn't do those anymore*, but a presidential one.

*IIRC, war crimes trials require a formal declaration of war...
