That, sir, is the point where there will be a formal declaration. Perhaps not a Congressional declaration, Congress doesn't do those anymore*, but a presidential one.

*IIRC, war crimes trials require a formal declaration of war...

We seem to be saying the same thing different ways.

Is the only point is whether or not there is a formal declaration that I still think there will never be any. There may be a declaration of martial law, Which will probably fail.

It’s not going to be some states against other states it’s going to be cities against suburbs.
