Cruise lines were having problems with corona virus outbreaks a decade before it was cool. Almost killed the industry. Yeah, they are going to be super careful.

Cruise lines are getting around this by asking its passengers to volunteer the information or be put in the more restrictive category.

In other words, the default is the restrictive category, but you can get an exception by volunteering your vaccination status.
