Tried? This is very common in LA California now a days.

Forty some odd years ago, I got the opportunity to drive in downtown Mexico City. At one point traffic was held up by a guy going the wrong way. Everyone was shouting and shaking their fists at him. Then I saw the “Una Vía” sign. He was the only one going the right way.
But you are right. Things like stop signs, lane markers are really just suggestions.
