Could have just been some dumb kids playing around. It wouldn’t be the first time.
I have some knowledge about the area and honestly the boys are likely to be white rather than black or Latino, not that it matters. It sounds like two kids out plinking varmits made a stupid but tragic mistake.
They are both GUILTY of MURDER!

Easy. You put them both in Juvie until 18 and then transfer them both to the adult population for a few years.
It’s not a harsh suggestion.
See, if only one child had handled the gun and they reported it, it would be looked at differently.
THAT SAID, they each took a turn...which makes it premeditated on the part of the 2nd shooter. Since you cannot trust who the 2nd shooter was, then by all means send them both away for the same time.
They were LOOKING to cause harm to that man......the 2nd shooter confirmed it by his actions.....

Typically, they would be called ‘youths’ if that were the case (’teens’ otherwise, and ‘adolescents’ if they were into the occult or did drugs).
So, probably some white kids having fun and not looking where they were shooting. Horrible, though.
