I fail to understand how hummingbirds can be harmed by homemade sugar waterYou just use 1 pound of granulated sugar in a clean 2 liter soda bottle, shake well and refrigerate. Pull the feeder at 2 days max on hot days, or if it looks murky or you notice any black spots on the feeder and clean it well before next use. I'm on my 22nd year using that method with no problems and no dead birds.

Could there be something wrong with the most commonly used Bird Feed in that area?
Seeds that were stored well past their Due Dates during the pandemic. Pallets full, that just sat around, unsold for months.
I’m sure the Groundworms, Aphids, and Ladybugs don’t have a problem with it, though.

Not my line of work, but Chronic Wasting Disease (CWD) is thought to be transferred via saliva, among other vectors.
