The police replacements can also be “community” policing - Antifa and BLM members will do the policing and the methods will be similar to the Brown Shirts in Germany.I believe you're right.
Also it wouldn't take much for commies at at the Pentagon to push for more power against citizens...
Police training has different objectives than military training... it would be easy for commie thug Generals in the military to turn the minds of young soldiers...
