You must be a U.S. citizen to vote in federal, state, or local elections.
** Who Can Vote?
You can vote in U.S. elections if you:
Are a U.S. citizen
Meet your state’s residency requirements
You can be homeless (PDF, Download Adobe Reader) and still meet these requirements.
Are 18 years old on or before Election Day
In almost every state, you can register to vote before you turn 18 if you will be 18 by Election Day. Are registered to vote by your state’s voter registration deadline. North Dakota does not require voter registration.
** Who CAN’T Vote?
Non-citizens, including permanent legal residents
Some people with felony convictions. Rules vary by state. Check with your state elections office about the laws in your state.
Some people who are mentally incapacitated. Rules vary by state.
For president in the general election:
U.S. citizens residing in U.S. territories
Check with your state or local election office for any questions about who can and cannot vote..

How do we know? Not a court in the country,state or Federal,was even slightly interested in hearing serious allegations of massive voter fraud.

No one is checking for citizenship.
The dead vote regularly.
Once they get "Mail in Only" voting, they wont even have to bother with that anymore.

In Washington State the DMV signs people up to vote when clearly they don’t meet the criteria. This is probably the same in many states. When my legal resident step-son got his drivers license they asked if wanted to sign up even though he had shown them his green card only minutes before. And they are many trying to get a license who are using bills with addresses and such; many illegals were getting driver licenses in Washington State. And probably being signed up to vote.
Annnnd they can vote 5 times,as long as they don;t get caught....
"it does not matter who votes, it matters who counts them"
The REAL question is how many times can you vote?

Who should vote in US elections:
Persons who are >25
Persons who are self-supporting (taxes 200% > than benefits)
Persons who own real property valued at > $50 000
Washington state’s Secretary of State (Kim Wyman) is useless. She’s done nothing to stop vote fraud. If you ask her how many people committed vote fraud in the last election she will refer you to the county election officials. She’s a typical bureaucrat.
Certain groups feel the need for plenty of extra ballots in order to achieve racial equity
