Down in Texas, Governor Abbott announced plans to build a wall. This is the story:
Texas Gov. Greg Abbott announced his state has allocated $1 billion in its fiscal year budget toward border security, telling “The Ingraham Angle” on Thursday he will use part of that money to resume the construction of the U.S.-Mexico border wall started by Donald Trump but hastily halted by President Biden.
Abbott, joining the program from the border near Del Rio, said he has had enough of the White House’s “willful” disregard for rule of law and for the well-being of Texans and Americans, especially those in places like Del Rio and other border towns.
“To make a fine point on it, we have to build a border wall,” said Abbott. “I’ve been down here talking to the people in the Rio Grande Valley and the way they are being overrun is reprehensible, it’s disastrous what the Biden administration has done.”

With a fraction of a billion dollars to spend, I’d guess that their barrier will be less effective than the Trump-style Wall System - it will certainly be less extensive.
It is enough to get some good effects locally, but nowhere near enough to stop the main flow (if the Federal Government doesn’t help).
They could put up some imposing bollards with patrol road for a few million per mile. Detection technology keeps getting cheaper and better.
They can make a significant effect, but it will still be only a fraction of what is needed for full operational control.
Doubt this wall is going anywhere.

Abbott has been going off the rails into D country lately. The upcoming election is his to lose so this announcement is being played to get his supporters back.
Thanks for the additional details. You surely would have a better idea of the political situation in Texas than I would here in Arizona.
Texas builds better roads than any state I am aware of. Sixteen to eighteen inches of concrete over a recycled aggregate base and asphalt seal coat laced with miles and miles or rebar. Compared to other states they actually do it pretty quickly. For a wall all they have to do is tilt a road on edge.
Something tells me they will get it done.
I think they will build some effective barrier - but it will be a relative drop in the bucket, just because of the size of the task.
They can (and should) make prioritized local improvements, to the extent they can afford it. They absolutely can make a significant difference locally, where ever they choose.
But the State alone probably could not build out the whole border wall needed, in a decade.
It will be interesting to see which areas they pick to start.
Big Bend State and National Parks, Eagle Pass, Del Rio, Matamoros to the Gulf of Mexico (Lower Rio Grande Valley NWR) and go both directions at the same time.

I think the big announcement was a major political mistake. He should have kept his mouth shut and done the whole thing quietly.
