For what it’s worth: I have a friend who is an electrical engineer and used to work for Northrup Grumman. One of the pieces of equipment he was involved with was used by the Air Force. The machine is able to send images of pseudo-targets to the planes radar systems in order to test a crew’s ability at simulated reconnaissance. The pilots cannot tell if what their radar picks up is real or not. Given that these UFOs defy physics, he believes what we are seeing are just videos of those exercises where the trainers were having fun with the pilots. That explains why the quality of the videos is so poor, and why it is only radar images that are being shown and not clear images of the actual UFOs in flight.

The big hole in your theory: These objects have also been observed by soldiers USGI Issue Mark 1 Eyeballs.
