Democrats will be more than willing to settle for lack of legitimacy as long as they still hold power. They can always rewrite history and say they were against Biden, they were ALWAYS against Biden, and that they have a better candidate in the wings for the next election.

That is certainly the common wisdom. "Unprecedented" and "no controlling legal authority" are powerful forces.
The people in charge have a real problem when the a critical mass of the public believes, correctly or not, that the government is full-on cheaters. Why should anybody follow any direction from cheaters? We can get along fine ignoring them and stiffing them.
Now, I don't predict that they will do anything correctly - just saying that at some point, inaction and "fluffy talk" becomes a real problem for them.
