That might be an out, I'm not a lawyer but I read otherwise as other than documentation. Probably would allow them to require a test. As the US does even to vaccinated citizens if reentering the country by air. But still no documentation. I've no particular problem with that though it may not be the CDC's opinion. But being vaccinated I don't like being required to take the test. And don't like the additional restrictions the cruise lines would apply to non vaccinated guests, essentially everyone if you can't verify your vaccination. I think part of it is the pis*ing match between the Biden administration, via the CDC in this instance, and Republican states. With business', particularly cruise lines who have been uniquely impacted, in the middle.

Thinking about it, maybe that would allow the cruise lines, with differing rules for vaccinated and non vaccinated passengers, to allow one to “voluntarily” provide documentation. Join the vaccine club. Maybe not. Still it will be very hard to track who’s a “member” once onboard, rules for the non vaccinated will likely prevail. Time will tell.
