I don’t get it. It seems like Governor DeSantis’ order makes it easier for the cruise lines to operate, not harder.

The CDC has somehow grabbed for itself the power to require cruise lines to force vaccination passports. So the FL law prevents them from doing so, so if they don't, the CDC now has for itself the power to cancel the cruise. That's where the big legal issue is. It's not just the cruise lines wanting to require it. They do, but that's not the legal bind.
