The accused won’t be able to move to a different jurisdiction to get a fair and impartial trial? That’s a serious abridgment of justice.
I didn't read that as trial related. I thought they were talking about police officers just changing jobs to another location that either doesn't know or doesn't care about their past behavior.
It would stop a cop dismissed from one department for misconduct from moving to another department to continue with their misconduct.
