The accused won’t be able to move to a different jurisdiction to get a fair and impartial trial?

I didn't read that as trial related. I thought they were talking about police officers just changing jobs to another location that either doesn't know or doesn't care about their past behavior.

Thanks for the clarification. I went back and re-read it and do believe you are right.

Of course, with a national registry, the new PD hiring the officer still may not care about his or her past. Of course, hiring a person with a troubled history could cause the new PD a lot of problems down the road.

A national registry itself might be problematic; it seems like another step toward nationalizing all police.
