I think he is questioning giving taxpayer money to foreign nations except in a hardship case. His question would apply to any country not just Israel.

Considering how much we spend to prop up tyrants, study the sex lives of transgender Pakistanis, and arm terrorists that are sworn to destroy us, I think arming an ally against a common enemy is money well spent.
