Same reason why there is no uprising in the Democrat Party. They either support the violence and corruption or are too terrified to speak out.
Gaza is controlled by Hamas. The “West Bank” is not. It is controlled by the PA in some areas and the Israelis in other areas. Even though I will tell you there is not a lot of difference except in leadership. Abbas will croak soon, in all likelihood, so Hamas will try to take over the entire PA.

West Bank is controlled by fatah and their leader Abbas.
They are less radical.
Hamas is Islamic supremacist genocidal and controls Gaza.
I took a tour ten years ago that went through the West Bank and Bethlehem. The Arabs working in the shops were friendly and had a good rapport with the Israeli guide.
Arabs have been propagandized for years the they would get it ALL. They have been piled up in “refugee camps” for decades, purposely building generational resentments.
Israel would be erased and arabs get it all, not just small pieces.
They are never going to settle for just Gaza and the West Bank.
They want it ALL.
Uprisings happen all the time there. That’s what Intifada means.
Gaza is ruled by Hamas. They are like ISIS. They want to turn all of Israel and the West Bank into an Islamic State. They are repressive, totalitarian, violent crooks. But they feed the poor to win hearts and minds.
The West Bank is ruled by the PLO (now call themselves the PA, though the PLO still exists as both a political and paramilitary group). They don’t want an Islamic fundamentalist state, but otherwise are basically the same repressive, totalitarian, violent crooks. Except they wear suits and ties. And have bigger bank accounts.
Hamas in Gaza is funded by Iran and Qatar. The PLO in the west bank has alliances with Europe and other ME countries and official diplomatic ties with the USA too. Hamas is considered a terrorist organization by the USA and Europe.
Corrupt leadership in the West Bank is Fatah rather than Hamas. But the two share this: they kill people who speak out against them. And no-one, including the high minded westerners who pretend to be there pursuing the best interest of the Arabs, will do anything to stop it - either because they are really only there because they hate the Jews or because they themselves are too frightened.

At night he would preach Saddam's "Rivers of fire and Bart Simpson would bed our weeping widows" BS. He disappeared the night before the ground war kicked off, everyone assumed I had shot him and dumped his body in the desert. I didn't but the thought did cross my mind. I figured he humped it to Iraqi lines to warn them, a lot of good that did.
I assume he was a model Palestinian.
