Opera has been owned by China for years now, so I’m not sure where your head is at to understand what is important to you today.
It obviously doesn’t matter to you that your searches and more are funneled to China.
Windows 7 is not safe.
Those security updates Windows 10, Android, iPhones, and Linux computers get are not being done for Windows 7. Just this week, two zero-days that allowed unintentional complete remote access to iPhones were addressed by a minor iOS update.
Your Windows 7 antivirus can’t see zero-days worth a darn.
I knew well enough not to log into any account with Opera, so I am not a complete idiot. I am reminded of some past posts, so I guess I know where this is coming from.
I required to log into a Google account just to install extensions like NoScript, uBlock Origin, etc., into Vivaldi?
Is changing the color scheme possible?

what i can’t find is, when selecting a speed dial link to open in a new tab...I can do it with a right-click and open in new tab.

Never mind. I figured out the extension issue. I had cleared all of the Google Extension check-boxes in the Privacy section. I needed to re-enable “Web Store” to get the extensions installed.
cripes...I just found it. I changed “startup with” to “specific pages” and messed with some tab settings.
I really need to get a life...

That’s fine, but it has nothing to do with the fact that Windows 7 is obsolete and vulnerable. But, it’s your computer, do what you want.
I just run Classic Shell that makes 10 look lie 7 and forget about it.
It’s what I am doing as well as a firewall program and two anti-virus/malware programs. Can’t say I have much trouble with it. Oh, and I turned off “automatic updates” a long, long time ago so that MS can’t monkey it up trying to “update” it.
It’s a good idea to do regular backups and I own a hard disc copy of Windows 7 I have yet to use as a backup should I need it down the road. I’m trying to stay Win10-free for as long as possible. Don’t regret it.
Firefox and Thunderbird - modify the look.
You can have the rows wrap to multiple rows when you have many sites over.

If it is based on Chromium, you will have to right click (or use the middle mouse button) to open in a new tab.
(Before I did a fresh install of my OS, I had an extension that open all new tabs in a new window, but I can’t remember what it was.
What’s a “backup browser”... a separate session?
Before messing with msconfig, try going to settings/options in Opera and disallow operating in background.
I like Brave, and Iridium works pretty well too.
Opera was slower and hung up on me at times.
For certain sites, I find Google Chrome works best.
Unfortunately, one of my financial institutions works properly ONLY with Edge.
Never heard of or tried Vivaldi, but might in the future.

If I go into the bookmarks of speed dial, they open in a new tab (there is an option in settings for it - it being opening bookmarks in a new tab). From the speed dial itself? not so much.
