We have major problems with not shipping execs in companies like this—Big Tech, Pharma, Military, Banking—off for hefty prison terms, at least, when warranted.
Fines like this are considered just a cost of doing business.

Honeywell was cutting manufacturing costs by having parts made in China - trouble is, not only are they likely to fail in rigorous testing, but also they can have Chinese backdoors built in, plus knowing a part of some thing gives you a clue about the whole.

Almost all manufacturers have gone that route, with the forced IP exfiltration as part of the deal, but when it comes to advanced military equipment, which China pretty much now has full information on from many sources here, there, and all over, that’s a different realm.

Did he become a U.S. citizen at some point? I don't see that in his WP profile. If he didn't naturalize, he owes no allegiance to the U.S., and can't be tried for treason.
