I was thinking the same thing about William Donovan. While he was probably the guy for the job in building the OSS, he was more of a 19th century guy than a 20th century guy, and when he recruited the best and brightest from the Ivy Leagues, he made the errant assumption that they would all be die hard patriots.

By the time the OSS went away and the CIA was being established, the groundwork was laid for elitists who were willing to play fast and loose with the rule of law, operating with the attitude that they were too important to be bound by such quaint anachronisms. When they were given carte blanche to manipulate election outcomes or engineer coups in other countries, it was only a matter of time before they gave it a shot at home.
