He is speaking, here, if Chain-of-Custody verification and authentication.
That is done before determining the ballot vote and cross checking against machine tabulation.
Pulitzer’s system will catch any fraudulent, illegally printed our “out of custody” ballots that were counted as legitimate.
That, in itself can alter the results.
The legislature, however, must decide whether to throw them out, once reported.
In doing so, they MUST rescind (call back) their electors (college) votes and inform Congress that their previous certification is invalid.
Hilarity ensues.
There is much to be said for the UV light on those ballots (and on us— we physical persons).
Would a part of what you’re clarifying, particular to the paper itself, on which many ballots were printed, be the first bar to meet in the “authentication” process?
I’m most interested in that facet of the audit, myself. The paper is an important key. It condemns the ballot before the crooked chain of custody even begins.
