Controlling the government necessarily involves the exercise of authority. Conservatives are terrified of using power to defeat their enemies because of “our values” which apparently include losing. I’m still searching the historical record for an instance where a group of individuals rationally pursuing their own economic self interests were able to successfully repel the commies (plots of Ayn Rand novels don’t count, no matter how much fun they are to read). David French is probably just a naive and not so bright dupe; Bill Kristol knows exactly what he is doing. He is controlled opposition engaged in subversion.
