I wasn’t addressing the 99.997% of people who do as directed. I’m talking about the .007% (or whatever the actual number is) that don’t.
There’s a reason when people begin disobeying simple police commands, police tend to err on the side of caution.
You said routine traffic stops. This incident wasn’t routine from the moment the guy drove off.
