The claim is that 18 U.S. Code ยง 1017 applies.

“Whoever fraudulently or wrongfully affixes or impresses the seal of any department or agency of the United States, to or upon any certificate, instrument, commission, document, or paper or with knowledge of its fraudulent character, with wrongful or fraudulent intent, uses, buys, procures, sells, or transfers to another any such certificate, instrument, commission, document, or paper, to which or upon which said seal has been so fraudulently affixed or impressed, shall be fined under this title or imprisoned not more than five years, or both.”

The vaccine cards have the CDC seal on them.

I haven’t seen a real vaccination card yet, but I really doubt that each one has an official seal affixed to it, or impressed on it. The blank .pdf version that has been posted on other threads appears to have the CDC logo printed on it, which is not the same thing in my opinion.

If I were to make a fake vaccination card (which of course I would never, ever do), I would use Photoshop or something to alter the logo very slightly.

Then make a card without the seal, or a seal which reads “RDC” for “Really Don’t Care”.
And in 1-point pica on the reverse, the words “satire”
