True, but under the Tenth Amendment:
The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

What gives Congre$$ the right to try to establish national voter rights for all states?

Excellent point about the 10th Amendment. The Founding Fathers let the states decide who can vote.

Peter Schiff may technically be correct that “right to vote” doesn’t appear in the Bill of Rights.

But the Constitution doesn’t say that anyone should be denied voting rights, either.
