None should. There’s no enumerated power for Congress to spend money for that purpose.

I think in many cases they didn’t. The “cash” involves students taking out federally-administered education loans or veterans benefits or quid-pro-quo research contracts. These plaintiffs argue this means the colleges are accepting federal funds. They want to prohibit students who borrow education money from attending the institution of their choice.
