This is Dangerous, but Biden would support.

International Treaties supersede U.S. Law as the higher power...

“The international treaties ratified by the legislature with a majority higher than what is required for the adoption of ordinary laws may have an authority superior to laws. Therefore, these treaties have an authority superior to laws. In the case of conflict between these treaties and laws, treaties always prevail according to the principle lex superior derogat legi inferiori, even if laws are more recent. But these treaties cannot be placed on the same level as the constitution. These treaties have an authority superior to laws, but inferior to the constitution. Hence in the case of conflict between these treaties and the constitution, the latter will take precedence.”

So unless there are Constitutional principles that direct “safety of the homeland/people”, treaty compliance may require distribution to “others” before self.

Not a path I would recommend...

I dont believe the Senate will ratify a treaty that gave up sovereignty. I could be wrong but most GOPers would not support it.

Does COVID and related hysteria change that? I don’t know.

But you’re right it is dangerous for American sovereignty that is for sure.
