This is what I would do. I would call my local police department non-emergency number and ask if they have a few minutes to spare about a situation you encountered. I’d tell them exactly what you saw and ask their advice in this situation and steps you should or might take if anything like this happens again. I’ve done this a couple times and been quite impressed with my local police’s knowledge and suggestions.
Also watch for a ‘halt’ sign given with open palm, followed by thumb moved to cross the palm, then fold the fingers into a fist. Sign language for ‘help ... me’
