I went into a lake one time to save an adolescent boy.

Dang near killed me.

I had to fight with him in the water to save him.

I don’t know what the right wage is in comparison to Soldiers and police and so forth.

But saving drowning people is a hard and dangerous job.

Maybe so, but you can't tell me that you can't find someone qualified and willing to do the job for, say $100,000. You have to remember, you probably were not trained, nor were you equipped to perform rescues.

And furthermore, if you are paying such heavy overtime costs, maybe its time to hire more people. But then again, it's not their money (the people in charge).
