You refer to technology advancement. Nothing new under the sun refers to human relations.
Even in that context I can find examples, such as the birth of Jesus and the ushering in of Christianity, and before that the practice of Judaism, and after that, Islam. Lastly the establishment of a new form of government, called the USA.
All the above events were new under the sun, and they all involved & altered human relations.
