Good question. My initial reaction is that there are only three reasons someone would concoct a fake news video:

1. To put people in the video who weren't really there.

2. To make it look like an event took place in a location other than where it really did.

3. To cobble together different video clips from different times to make it look like they all happened around the same time.

With the stupid masks nowadays, there's a fourth element to consider: To dub a narrative over a speaker's voice to make him say something he didn't really say.

Go through each of these and see what makes the most sense.
