They are saying this overreaction is the results of genetics. There are some people dying from anaphylaxis eating peanut butter (150 to 200 a year) or getting bee stings (89 in 2017). If, instead, the vaccination was bee venom, those 71 million vaccinated so far, would have far more than the 200 people dead from bee stings.
