One that has has biting and behavior problems can easily be a shelter dog.
You might be surprised how often they do turn-up at the shelters. Many people get puppies, but by around 4-6 months if they don’t know how to handle and train the breed they get dumped at the shelter. Sadly, due to the poor work of the original owners these dogs often have severe behavior issues on many fronts. Poor socialization, illness, poor vet care, and on and on.
It's more common than you realize. People get the puppies and aren't willing to put the time in to properly train them and ultimately surrender them to shelters.
There's German Shepherd rescue organizations all over the country that collect the dogs from the shelters.
I have a beautiful purebred shepherd that came from a shelter. She had her papers and everything. The family started to have kids and somebody didn’t want the dog to bring germs into the house. The dog is the best.
