Sorry, I think this is pretty innocuous. It is a sausage sandwich. We do not know the context.
It seems they were having a conversation about eating a bratwurst. He said he would get her one, but she had to eat the whole thing.
Not sure if it is sexual or just silly. Either way the most disgusting part is the way that the ‘reporter’ gushed over the Governor. She didn't seem like she was being harassed or put out at all!

Unless he asked her to swallow it whole I don’t see the sexual inuendo here. Sometimes a big sandwich is just a sandwich.
