So I'd say the victim got out and then the AG hit him.
“They’re Joe’s glasses,” an agent says, referring to Boever. “So that means his face came through your windshield.”
Upon hearing that, Ravensborg looked down and sighed deeply, before shaking his head, the footage shows.
“I did not see those glasses until you showed them to me,” he said.

It sounds like the guy is claiming he didn’t see the glasses there and believed he had hit a deer. And obviously if he HAD seen the glasses and knew he hit a person, he would have tossed the glasses somewhere.
I find it hard to believe that hitting a deer hard enough to have it go through your windshield, you wouldn’t stop and investigate things. Look for other damage, look for the injured deer, etc.
I’ve had an encounter three times with deer. One was minor and it ran off. One was moderate and the deer was laying in the ditch with broken legs and “crying” and trying to get up. I shot it to put it out of it’s misery. Both of those ran into the side of my vehicle.
The last time I was forced to stop. It totaled my vehicle.
“The glasses from the guy he hit were in his car. So I’d say the victim got out and then the AG hit him.”
As an “I.D. Addict”, I think this is what could have happened: The glasses were in the car because the victim had removed them before he and the AG engaged in sexual activity. Victim said he was going to spill the beans on the politician — blackmail. Politician whacked him, removed him from the car, and ran over him. (I watch too much Investigation Discovery.)
