There are plenty of versions of that saying out there, attributed to various people. One of the earliest was published by Josh Billings in 1874: “I honestly beleave it iz better tew know nothing than two know what ain’t so.”

Buckley may have said it also, but Reagan DID say it. I am actually old enough to remember him saying it. I think he actually lifted it from some quote from FDR.
