It’s easy to answer, start with EVERY DIME that isn’t expected to be spent out within 6 months. If they need more after 6 months, they can pass another bill.
Since a vast majority of the money in the bill is in fact spent in out years, this would get us back to semi-sanity (remembering that we ALREADY PASSED a 900 billion dollar bill in December, and supposedly the only thing wrong with that was they wanted an extra $1400 per person, which was another $400 billion.
