This may be just me but if you can determine if some kid thought he could get away with a slap on the wrist because he was underage that should guarantee being tried as an adult.
Aspiring rappers need to avoid Philly.
There are some 10-year-olds (if not younger) that are stone cold killers. Somewhere in their young lives, they have lost their souls.

We went to Chester when i was a kid to the Sears store. Not sure where it was but we had to park and walk across the shaky bridge. It was literally a tar covered bridge that you could make go up and down. It made our week. Later i would ride my bike the 5 miles to get flavored extracts to make shaved ice to sell at our stand in front of our house. I was a member of the Chester YMCA and did Gymnastics there. Now you drive thru and see burned churches and not much else. what a shame.
Try as an adult.

I’m certain Black Lives Matter #BLM will swoop in here and help ameliorate the situation, work to prevent future similar occurrences, etc.
You read enough of these stories, and you start to wonder if Philly is really still like it was in the first Rocky movie ... filmed 46 years ago ... Then, you start to wonder if things are like they were when you were in high school (which is further back than Rocky for an awful lot of Freepers) ... Then, you say 7 DR3’s and congratulate yourself for simply moving to “an area with good schools” and not being racist or something. Good schools and nice neighborhoods!

We lived in Chester when I was a kid. 1955 to 57. In what at that time was called the “Projects.”
Mostly white, multi ethnic population. Very low crime rate, and mostly people striving for a better life.
Oh, and very patriotic.
