Here is my best guess. Latinos in CA, from Mexico, like crowded indoor parties and don’t wash their hands often (I’ve heard that handwashing is more key than many realize) and crowd together in cramped housing. Latinos in FL, from Cuba and Venezuela etc, don’t?
Different habits of different Latino groups?

Bad cases are higher where bad cases are a higher proportion of all cases, and that happens where lower % of cases are mild or asymptomatic and mild and asymptomatic cases occur more often than severe cases when things are more open. Severe cases are most often (a) from someone with symptoms, (b) with close contact in close quarters, (c) over some period of time. NOT from asymptomatic persons; in other words not from the majority (mild and asymptomatic) of existing cases.
In short, I think Florida has greater herd immunity than closed California.
