Easy.
Texas had power outages due to a freak once in 50 year storm....California has power outages due to summer.

It’s kinda like the riots.
One kind goes on endlessly, in wanton destruction, enabled and condoned by The Power. The other mingles around without vandalism, and ends without any drama in a few hours.
CA never had any big weather or other event precipitating their continuous blackouts. TX has it once with weather and it’s a big revenge moment.

“The dismantling of Texas formerly reliable coal fired grid and the move to the ugly and undependable windmills and solar happened under Perry. (Abbott was his AG)”
Reliable base power supply requires on site fuel storage. coal has that, nuclear has that. Gas does not.

How often does CA get hit with severe cold weather and ice?
I'm disappointed in Cruz on this issue. Normally, he'd completely dismantle this specious comparison.
To: Meatspace
The recent weather is rare, but solar and wind are not dependable. How was he to know?

OK.
Now to move on past that,.......
What are you going to do moving forward so as to protect your state from this kind of debacle again?

I despise the Ted Cruz hate on FR.
Cruz does not set Texas energy policy.
Our state legislature does and they are green hacks.

California’s problems are yearly due to their policies. The entire state of Texas is undergoing a natural winter storm that appears to be a once-in-a-hundred year event. Shoulda had de-icers on those turbines. That’s short-sighted. California’s problems are an ongoing self-flagellation.

Ted, were YOU responsible for putting failed green energy on the grid?
Dems are already blaming the power company for not winterizing or some such nonsense. They are rarely caught off balance.

...lacks capacity and redundancy or resilience for conditions which are persistent throughout each year."The record 121-degree reading, in Woodland Hills in the San Fernando Valley, northwest of downtown Los Angeles, eclipsed a record of 119, set in July 2006, according to Dave Bruno, a meteorologist with the National Weather Service’s Los Angeles/Oxnard forecasting office. “When all is said and done, there will probably be a dozen official records today, at least daily records, and several monthly or all-time records today,” Mr. Bruno said."
Record Heat Wave Creates 'Kiln-Like' Conditions In California
"Record high temperatures were recorded at Woodland Hills at 117 degrees and Palmdale at 111 degrees. Burbank’s high was 113 degrees, tying a record high for September that was set in 1971, according to the National Weather Service."
California’s ‘brutal’ heat wave is underway, expected to topple all-time records, escalate fire risks

Actually he’s has a pretty good defense in its due to mechanical failure due to unforeseen weather.
In California it’s just incompetence - at best.
