What she said was that before government do any sort of massacre they first must turn you into a non-person. Once the average citizen feels free to abuse these so labeled non-persons with impunity then the government can round them up and cart them off to be murdered and there will be no outcry from the public because they have already given their permission and blessing.

It makes people uncomfortable because it removes the pious veil the public used to cover up their nakedness afterward. Why we did not know! It was the government, the military, the church, the rulers, the courts but not us! No, never us.
