It's probably part of the default-ON "notifications" of your phone. Like the EBS (Emergency Broadcast System). You have to make changes to the settings to disable the notifications.
Nope never signed up. There’s a lot of crap on iPhones and in apps like Facebook that are automatically on until you turn them off. The most disturbing to me so far was Facebook tracking your off-app activity!!!
