The time on the watch kind of looks like 11 minutes to 5.

But I don’t that section 11.5 is being signified. It seems to be about a general security condition rather than an action that will go into effect when a condition is met, such as ruling from the SC on some matter.

I just thought that maybe something pretty definitive might happen on 2.19 that would be a catalyst for some concrete military action.
