My thoughts are not certain on that.
But, and its a big butt, if individual federal courts can be determined to be inoperable (NOTE: different from securable), then lets narrow our focus to the 1st Circuit, oversight authority by CJRoberts.
Washington DC is in the first circuit. What is it’s current configuration of authority vis-a-vis the city, proper (Mayor Mrs. Brazille) and Federal installations/property (Capitol, SCOTUS and WH)?
And, just for a connect the dots exercise...Emmett Sullivan is a (high profile) judge in the 1st circuit and has just announced his retirement.

Way behind, so forgive if it has been mentioned. I was under the impression that Washington, DC was in the DC Circuit. Sullivan's refusal to dismiss the Flynn case went up to the DC Circuit Court of Appeals, so how can it be in the first circuit? IANAL, and did not stay at a Holiday Inn Express last night.
