The rational is apparently that patrons will gather around the TVs, and establishments would be unlikely to have enough personnel to prevent that.

Every phone these days can be used to stream programming. Would they be considered a Television set? Would a tablet, which can just as easily display a book as a video be considered a television? Many of these covid precautions seem to be designed to make life as unpleasant as possible
