Easy. Make it an OTC drug and sell to the rest of the nation at 10x the cost. Or let OK citizens buy it for 2x the cost and sell it however they can for for whatever they want. It is STUPID that you have to get a perfectly safe drug on a black market. It’s like The Prohibition.

Were these stockpiles a way of removing supply to prevent people from obtaining it?

HCQ + zinc is an effective treatment EARLY in the course of the infection. Adding azithromycin kills off any secondary bacterial infection taking advantage tissue compromised by the virus.

Exactly. That’s what I was going to post. Put the stuff up for sale online, adjusting the price to cover the costs of the drug and subsequent selling/packaging costs....customer pays shipping. They’ll be sold out in a week.
