Does anybody know what 11.3 means. It's obvious that it doesn't refer to a date.

Think about it logically.
The only way is the military. Fully controlled. Save &
spread (once 11.3 verifies as 1st marker).
Biggest advanced drop on Pol.

A few threads ago it was explained as a military law section but I can't find the post.

It was proposed that 11.3 was a reference to section 11.11.3 in the DOD Law of War Manual. The section is entitled “Properly Constituted, Non-Political Military Courts in Occupied Territory”.

The Manual is readable online and the page for this section is 764. I’m not sure how relevant it is, except that the US may now be considered an Occupied Territory.
