I only watched a few seconds of biden signing the blank documents. He had a row of pens in front of him. After he signed the first document he didn't know what to do with the pen. Was it because there was no one in the room to witness this act, just the cameramen? Did he ever use a new pen?
I saw a closeup of one of those EOs and it was not blank. It just appeared so from a distance.
