That's nonsense because in 1860 Southern Democrats had ruled over Washington DC for nearly 60 years, and were finally defeated because the rest of the country grew tired of Kowtowing to Southerners over slavery.
The country (including California) wanted limits on government powers to enforce slavery, but radical rule-or-ruin Democrats couldn't, wouldn't accept any restrictions on slavery.

Same as Democrats today, except for the word "slavery" substitite any number of words like "socialism" or "open borders" or "abortion", and now, to update 1860, suppose Southern & Northern Democrats had conspired to steal the 1860 election?

You are stuck on that label stuff. Robber barons ran Washington DC in 1860, and Robber barons (located in the north east) are still running Washington DC today.
